Red de Economía Local, REL
PROYECTO PARA LA CREACIÓN DE UNA
RED DE ECONOMÍA LOCAL, REL
El Grupo Integrador de Recursos y Oportunidades, GIRO, ha venido recopilando información sobre experiencias de Economía local y comunitaria en todo el mundo y ha generado y sistematizado una estrategia que puede ser adecuada para las actuales condiciones de nuestra Ciudad, e incluso de todo el país.
Se trata de la RED DE ECONOMÍA LOCAL, REL, que se plantea a la vez como una estrategia para generar comunidades locales de bienestar social, económico político cultural y ambiental.
Esta pequeña presentación solo muestra los aspectos prácticos y metodológicos de la REL, porque está hecha solo para despertar el interés en algunas personas que deseen ser pioneros en este proyecto. Los fundamentos teóricos, metodológicos y científicos, que son bastante rigurosos, así como la justificación y antecedentes serán objeto de análisis y discusión posteriores.
Inicialmente se plantea un piloto o prueba para crear un modelo de REL en un pequeño sector de la Ciudad, no mayor de 30 manzanas (más o menos 10 cuadras de largo por 5 de ancho) de manera que los vecinos se puedan desplazar a pie; en ese sector deben existir un parque, un salón comunal y algunos negocios.
Si somos exitosos en ese sector, seguramente la REL funcionará en cualquier otro sector de la Ciudad y en cualquier Municipio o vereda de Colombia.
Describimos la REL a manera de un Proceso, esperando que sea clara y comprensible.
1. 1. DETECTAR PERSONAS QUE PUEDAN PROVEER PRODUCTOS O SERVICIOS que los vecinos del Sector requieran. (Ver formato de Inventario anexo)
Estrategia 1: Un volante con el siguiente texto: “Los vecinos de este sector estamos creando una Red de Economía Local que reduce nuestros gastos y nos permite acceder a nuevos productos y servicios”
¿Produce o puede conseguir al mejor precio y calidad, un producto que pueda ofrecer a los vecinos del sector?
¿Puede ofrecerles a bajo costo un servicio profesional o general de calidad?

El volante se puede pegar en muros, postes, vitrinas de negocios… o se deja en casilleros de edificios o puerta a puerta.
Estrategia 2: Una carpa que puede ser de GIRO o de la policía se instala en un sitio estratégico del sector con su nombre: RED DE ECONOMÍA LOCAL y allí se pone música y se anuncia la red por altavoz. Allí también se distribuyen los volantes.
2. 2. REALIZAR INVENTARIOS DE LO QUE PUEDEN PROVEER Y REQUERIR AL MENOS 30 FAMILIAS DEL SECTOR.
Estrategia 1: En caliente, o sea en la misma calle o carpa al momento de entregar el volante promocional se puede llenar un formato de inventario de algunas personas. A otras se les puede llenar por teléfono cuando llamen a pedir información, o se les envía el formato por EMail.
Estrategia 2: A las personas que muestran interés en la REL se les pide cita para una pequeña reunión familiar en nuestra casa o si ellos lo prefieren, en su propia casa. Al llegar se abre un paquete de “Resobados Navideños” (Ver anexo), y se comparten con la familia. Como es seguro que quedan encantados y con ganas de más para comprarlos, se les demuestra que si esos roscones se produjeran en el sector o por lo menos si podemos evitar los intermediarios, saldrían casi por la mitad del precio, pues además de evitar costos de intermediarios, se evitaría transporte, empaque, etiquetas, etc. Así va a ocurrir con todos los productos y servicios de la REL. (Se pueden mostrar otros productos que GIRO esté ofreciendo).
Luego se les ayuda a llenar entre todos un Inventario de ofertas y solicitudes procurando que haya participación hasta de los más chicos y los ancianos.
3. 3. CRUZAR LOS INVENTARIOS E INTENTAR SATISFACER TODAS LAS SOLICITUDES Y LAS OFERTAS.
Aquí se debe realizar una labor minuciosa para detectar qué ofertas no tienen solicitudes y qué solicitudes no tienen oferta. Es labor de GIRO convertirse en proveedor de las solicitudes insatisfechas y buscar inicialmente dentro de los miembros y amigos de GIRO y luego en las otras REL, solicitantes para las Ofertas insatisfechas.
4. Realizar una FERIA DE ECONOMÍA LOCAL exitosa.
Con este primer grupo de familias (donde asisten niñ@s, jóvenes, adultos, ancianos) se realiza la primera Feria de Economía Local, FEL. Como ya se han cruzado los inventarios hay garantía de que se van a desarrollar una serie de negocios o compromisos entre los vecinos.
La FEL se realiza a manera de un remate o una rueda de negocios donde a cada producto o servicio se le reviste de valores agregados, se anuncia con positivismo y/o con toques de humor, se pregunta quienes pueden ayudar a diseñar, a mejorar, etc. etc.
Dentro de la feria probablemente no se mueve dinero pero pueden quedar pactados precios y compromisos de entrega de productos a fechas establecidas y con cierta periodicidad, y además, el cumplimiento de los servicios con tiempos y especificaciones.
Para formalizar estos compromisos, el ofertante y el solicitante llenan un “Compromiso de Confianza” (Ver anexo) y lo firman ante uno de los miembros de GIRO que actúa como testigo y le inscribe un código de transacción que pasa a la base de datos de la REL y de GIRO y que sirve para hacerle seguimiento y para dar un porcentaje de la transacción a los “Promotores” (quienes contactaron al ofertante y al solicitante).
5. REALIZAR UNA GRAN FEL EN EL SECTOR PARA PONER A FUNCIONAR LA REL.
A las familias que participaron en la FEL se les hace seguimiento a través de los “Compromisos de Confianza” que realizaron. A las familias que consideran que estos Compromisos están siendo exitosos, se les pide que entreguen volantes de promoción de la REL a sus vecinos, amigos y conocidos. GIRO continúa haciendo la promoción con volantes y Carpa y con los nuevos interesados se inicia el proceso de inventarios.
Ahora se hace el cruce de los antiguos inventarios con los nuevos y GIRO procura suplir las ofertas y solicitudes insatisfechas. Una vez garantizada esta satisfacción, Se realiza la Gran FEL del Sector donde ya participarán por lo menos 50 familias con un volumen de 150 a 200 personas.
Como esta FEL estará muy bien preparada, se puede predecir su buen funcionamiento y por tanto se pueden invitar personas de otros sectores de la Ciudad que estén interesadas en crear REL en su sector. También se pueden invitar autoridades locales para ir ganando terreno en la perspectiva que es lograr que las REL se conviertan en política pública.
CONCLUSIÓN:
Esperamos que esta síntesis que es solo de la mecánica de la REL, sea suficiente para lograr interesarl@ a Usted, y en la medida de la trascendencia que usted imagine pueda comprometerse como pionero de esta Organización y como Fundador de GIRO (Ver anexo: ¿Qué es GIRO?).
Solo quienes llenen el Inventario anexo y lo envíen de vuelta, antes del Miércoles 23 de Noviembre serán invitados a una PRUEBA REAL de este sistema y a la vez serán los fundadores de GIRO SAS, lo cual les brindará una serie de ventajas y beneficios (Ver anexo: “Beneficios…”.

Existen en todo el mundo grupos y comunidades organizadas que disfrutan de una producción y un consumo solidario. Pero en general son experiencias aisladas que no cuentan con sistemas para conectarse, apoyarse y compartir saberes y productos

Una Comunidad Sustentable en su acepción más simple es un grupo de personas que con lo que producen o consiguen son capaces de sufragar la mayor parte de sus necesidades
En un sentido más profundo esas personas -que por lo general se agrupan en familias y en un pequeño territorio- no solo establecen relaciones armónicas entre sí sino que comparten una visión ecológica que les permite brindar un futuro viable para las siguientes generaciones
Para brindar acceso a todas las personas GiroGlobal abre sus puertas a cualquiera de las visiones de Comunidad Sustentable mientras se mantenga el caracter colectivo pues un grupo o comunidad garantiza estabilidad, empoderamiento, crecimiento humano y una forma de cultura
Para garantizar los intercambios MEI es importante comenzar por un grupo de personas ya que esto potencia el ánimo, la energía, la difusión, la producción y el consumo organizados
Establecer contacto con los grupos o comunidades existentes es extender vasos comunicantes que en un momento determinado producen una explosión de producción y consumo que van a hacer crecer y desarrollar la Red
La estrategia fundamental de GiroGlobal consiste en integrar los recursos y oportunidades de unas Comunidades, con recursos y oportunidades de otras Comunidades y para lograrlo ha generado mecanismos para detectar y registrar grupos y comunidades, dinamizar sus procesos de creación y desarrollo y establecer los dispositivos para el intercambio de Materia Energía e Información
¿Cómo se organizan las Comunidades Sustantables?
Como una de las dificultades para llegar a fluidos intercambios MEI es el escaso o nulo conocimiento que unas comunidades tienen de las otras así como las distancias que las separan, GiroGlobal está haciendo un vasto inventario de comunidades y grupos organizados dentro de una cercanía territorial
Cuando el sistema de comunicación de GiroGlobal encuentra en una región el grupo de comunidades capaces de abastecer las necesidades de todas ellas, se informa a todas las demás Comunidades y a partir de allí se inicia un proceso de auto-organización en la región
Cada región debe constituir un Consejo compuesto por representantes de todas sus Comunidades para trazar políticas y estrategias sobre los intercambios entre todas las comunidades de su región y prepararse para establecer intercambios con otras bio-regiones
Ese Consejo es el que inscribe en GiroGlobal su región como una bio-región con capacidad para auto sostenerse y responder a los requerimientos de otras bio-regiones de su país y del mundo
En el momento en que existan varias bio-regiones en un país se creará el Consejo Nacional de Giro -Giro-país- que tomará todas las decisiones de GiroGlobal en su respectivo país
Cuando haya un número suficiente de Consejos nacionales se conformará el Consejo Global de Giro que será el máximo organismo de toda la red de Comunidades Sustentables
¿Cómo se crean las Comunidades Sustentables? ¿Cómo entro a Participar?

Para crear una Comunidad Sustentable basta una persona o grupo que estén interesados en hacer parte de GiroGlobal - Para integrarse a GiroGlobal tu o tu grupo disponen por lo menos de 4 caminos:
b) Haces conocer el blog GiroGlobal a tus amigos, familia, conocidos o personas cercanas a tu lugar de trabajo o residencia. GiroGlobal te ayudará a conformar tu CS
c) Puedes ayudar a los pioneros de GiroGlobal en el inventario, detectar y reportar los grupos, colectivos y comunidades que conoces en tu región. De acuerdo con tu dinámica, Tu puedes llegar a ser el Integrador de tu bioregión

What is Giro?
The acronym Giro comes from the Spanish Grupo Integrador de Recursos y Oportunidades -Integrating Group for Resources and Opportunities
GiroGlobal is a global network of Community Organizations which, through direct exchanges of materials, energy and information, enables sustainability and prosperity for the present and guarantees a planet-friendly future for the next generations
GiroGlobal grew out of the desire to have a simple model of exchange between Communities of goods and services produced, made or acquired. This wish has come from many regions of the world, through the attempts of academics, communities and organizations, to develop such a model based on the ideals and principles of the new economy, consciousness awareness, social creativity and complexity
There is no need for intermediaries in this model, which allows for respectful, humane relations and for wealth to be returned directly or kept in the hands of those who produced it
In other words, non-profit communities or organizations guarantee on one hand stability and responsibility that an individual cannot offer. On the other hand, they neither require nor expect the profit margins associated with for-profit companies and businesses
For this reason, GiroGlobal has chosen to implement its model with groups and collective organizations that are organized along sustainable communities’ principles.

Winning with Giro
As an Administrator, you may register in GiroGlobal’s network Project Bank an idea for a product, a service, a project or even a creative idea being developed
As the Administrator of this idea, you receive a percentage of the selling price of the product (for your time, research and development)
These earnings are set either by GiroGlobal or your Community depend/… on the sales volume of the product or service
As a Producer of a good or service for your Community, determine your costs per unit - including a small personal earning
In calculating your costs of production and the sale price, remember that your Community will add a small increase relating to administrative and transport costs, in order to keep the product’s selling price to the other Communities lower than the average market price
As a Provider - According to GiroGlobal’s philosophy, we are all Producers of something. However, if what you produce is not of interest to the network, then you can find something that is not produced by your Community at a better price and a quality than on the market; suggest it to your Community for use and for distribution to the network at a price which includes a small increase which becomes your earning
As a Contact - If you find a Provider of a good or service accepted by your Community and by the network, you will receive a small percentage from both the Provider and your Community
The same applies if you find a Provider whether from inside or out of the network. The added percentage should be clearly stated and all members of your Community should be aware of it so no … or misunderstanding
As an Administrator - to publicize / market a project or a good; take an idea from the project bank and make it viable; keep up to date with it; ensure quality and consistency. You earn a small percentage for each unit sold through the network
As a Member - As the volume of sales of your Community’s goods and services increase, you will receive part of the profits
Investor - There is an Investment Fund in each Bioregion… receives significant returns on your investment
Seller or Distributor - selling outside the network in the first while until a certain level of volume builds up
Normal market prices will prevail for any sales outside the network, which will also ensure that speculators and intermediaries can not take advantage of the situation of more favorable prices within the network
Consumer - win through savings, quality, health…
Everyone can be a winner with Giro. Not only do we mean financially, but also well-being, friendships, dignity and prosperity – for ourselves, our families and our friends
GiroGlobal’s Integrated/Complete Training System “Give your life a turn around / Turn your life around”
To join GiroGlobal, each person must register with a sustainable Community, and in so doing, participates in the training workshops offered by the network either virtually or in person
The workshops are recreational and offer experiential learning. Instead of an obligation, people will see these as an appealing alternative for training and development through rest and relaxation
GiroGlobal’s training workshops aim to bring a greater awareness to members of the profound paradigm changes that have occurred since the end of the 20th century, and to affirm a more harmonious future for human beings.

Sustainable Communities and How are Organized?
Organized communities and groups that enjoy a mutually profitable and consumption and production all over the world. In general though, these are isolated instances which are not interconnected to offer support, or share experiences and products
A Sustainable Community in its simplest form is a group of people whose basic needs are met mostly by its own production and usually a number of families, a small land they establish harmonious exchange relationships and share a common ecological vision for creating a viable future for the next generations
To allow access to as many people as possible, GiroGlobal accepts groups with all kinds of philosophy of Sustainable Community as long as they maintain their nature of collectivity… A group or community guarantees stability, empowerment, human development and a form of culture
To facilitate access to all people, GiroGlobal opens its doors to any of the visions of sustainable communities, while maintaining the collective, as a group or community ensures stability, empowerment, human growth and a form of culture
To guarantee an exchange of materials, services and information, it is advisable to start with a group of people since a group can foster the energy, the desire, production, diffusion /marketing and consumption in an organized fashion
If your group, Community or organization is interested and shares GiroGlobal’s principles, you can join the network by simply placing a request
If you do not belong to any group but are interested in joining Giro, here are several ways:

c) Help GiroGlobal’s pioneers with the inventory, search for and report findings on groups, collectives and communities that you know about. Depending on your capacity, you could become the Coordinator for your Bioregion
Bioregions - GiroGlobal’s basic strategy consists of coordinating/matching the resources and opportunities of each Community with each other’s. Methods have been developed to identify and register groups and communities in certain geographic areas dinamizar their creative and development processes and establish the necessary methods for the exchange of materials, services and information -MSI
The limited knowledge that communities have of each other and the distances that separate them are some of the difficulties in establishing a smooth exchange of MSI. To deal with these barriers, Giro is making a vast inventory of communities and groups organized by geographical proximity
Once GiroGlobal finds a group of Communities in one region capable of meeting its own needs, all Communities are notified and from there, a self-organization process begins
Each Region should establish an Administration Council with representatives from each Community to develop policies and means for exchanges between the Region’s Communities and to prepare for exchanges with other Regions
This Council is registered with GiroGlobal for its Region as having the capacity for self-sustainability and for responding to requests from other Regions throughout the country and the rest of the world
Once there are several Regions registered in one country, a National Council will be created to take on GiroGlobal’s planning and decision-making work for that country
With a sufficient number of National Councils, the highest organizational level of the Sustainable Communities Network will develop- Giro’s Global Council
GiroGlobal’s Economic Model - Description
GiroGlobal’s economic model is straightforward:
Members of a Community use/consume part of what they produce or acquire; the rest is sold or traded/exchanged with other Communities
The money or goods received is used to purchase or exchange necessary goods from other Communities
Sales, purchases and exchanges with Communities are conducted in the most direct way possible with information gained by GiroGlobal’s communication system
The sale or exchange price of the product is based on its production costs as well as a small profit for the Community. This compensation contributes to the Community’s well-being and dignity/self-respect. Prices will be affordable and attractive for the network
Advantages of GiroGlobal’s Economic Model
- Free sign up: no cost to belong to Giro’s exchange network
- Intermediaries are kept to a minimum so products are priced fairly
- Products and services are priced fairly. A standard price is guaranteed during a set time period. Both the producer and the consumer benefit from the stability of not being subject to prices set by wildly fluctuating market forces
- Expensive packaging and marketing can be made more efficient, therefore lowering costs
- In addition to the last point, a guaranteed network of consumers (all the Communities will be consumers) eliminates over-marketing and sales costs therefore achieving the lowest prices in the market
- With no traditional or multi-level marketing strategies needed, referrals, networks of referrals will develop naturally, by word of mouth, with true intentions
In this way, everyone wins a significant percentage given the volume of consumption through the network
- The network will have stability and loyalty because of the nature of the Communities’ producers and consumers (Prosumidores)
- Since the origin of a product is known, quality will be ensured which will generate confidence and competitively with our products
Producers and providers will take great care with their primary products and the production process knowing that their consumers are their own families and those from the other Communities.

GiroGlobal’s Economic Model - Description
GiroGlobal’s economic model is straightforward:
Members of a Community use/consume part of what they produce or acquire; the rest is sold or traded/exchanged with other Communities
The money or goods received is used to purchase or exchange necessary goods from other Communities
Sales, purchases and exchanges with Communities are conducted in the most direct way possible with information gained by GiroGlobal’s communication system
The sale or exchange price of the product is based on its production costs as well as a small profit for the Community. This compensation contributes to the Community’s well-being and dignity/self-respect. Prices will be affordable and attractive for the network
Advantages of GiroGlobal’s Economic Model
- Free sign up: no cost to belong to Giro’s exchange network
- Intermediaries are kept to a minimum so products are priced fairly
- Products and services are priced fairly. A standard price is guaranteed during a set time period. Both the producer and the consumer benefit from the stability of not being subject to prices set by wildly fluctuating market forces
- Expensive packaging and marketing can be made more efficient, therefore lowering costs
- In addition to the last point, a guaranteed network of consumers (all the Communities will be consumers) eliminates over-marketing and sales costs therefore achieving the lowest prices in the market
- With no traditional or multi-level marketing strategies needed, referrals, networks of referrals will develop naturally, by word of mouth, with true intentions
In this way, everyone wins a significant percentage given the volume of consumption through the network
- The network will have stability and loyalty because of the nature of the Communities’ producers and consumers (Prosumidores)
- Since the origin of a product is known, quality will be ensured which will generate confidence and competitively with our products
Producers and providers will take great care with their primary products and the production process knowing that their consumers are their own families and those from the other Communities.
